The local conflict transformation program is based on the basic approach adopted by the Regional Center for Mediation and Dialogue for changing the ways of dealing with conflicts through empowering its parties and promoting mutual recognition for violence reduction. This includes dealing with direct and indirect/structural reasons of the conflict aspects.

The conflict transformation approach is based on establishing mechanisms for effective peace consolidation. Those mechanisms might be a structure or a process within the community to ensure that change is implemented, while addressing the disputes in a nonviolent way. The concept of citizenship is considered an important notion that has a functional role in these mechanisms, as it includes understanding state principals including political pluralism, human rights and the consequences, such as considering citizens a political entity or a main party in building the modern democratic state.
